RFE: `juju download --include-resources` needed

Bug Description

We currently display `juju download --include-resources` in the UI (https://charmhub.io/candid-idm/resources/candid-idm-image) but this command hasn't been implemented yet, so it fails.

We will stop displaying it in the UI for now and you can let us (the Design team) know once this is available.

I haven't found a place where we documented how that was meant to work (I can't find a spec describing '--include-resources'). It may, indeed, exist and I just haven't found it.

Resources were implemented later in the charmhub development work. Adding them to the `juju download` command was overlooked at that time.

I'm not sure why our docs say it's implemented.

So the original need was because there wasn't a way to get the resource directly for offline deployments. There is now a Download link on the web page. Does that address the original concern?

Though I can note that downloading the 'resource' for an oci-image just downloads the JSON snippet that describes where you can find the OCI digest. eg:

We'd want to make sure that whatever does get implemented for resolving this issue has the right content available for what Daniel actually was hoping that '--include-resources' would do.

I think it should work as the old

charm pull-resource

used to work. That is from the charm snap that is no longer maintained. In that case the resource to be downloaded had to be selected manually.

The web page is useful but requires development to build automation around it when a call to juju download would be much simpler.
