upgrade-controller reports downloading the binaries multiple times

I don't know whether it is actually trying to download the binaries 3 times, but if you have an HA controller and then 'juju upgrade-controller' it reports:

This certainly looks like it is downloading it 3 times. It might just be a logging/reporting bug
