Bug Description
sidecar applications do not SetAgentVersion.
For IaaS, we have agent version setting to machine/unit docs.
For podspec CaaS, we have agent version setting to application docs.
But sidecar applications do not have the agent version set to either application or units.
This causes model migration failed for models having sidecar applications.
