Bug Description
The 2.8.0 upgrade steps included a method, AddOriginToIPAd
The assumption here was that the instance-poller would relinquish an unobserved addresses to the machiner, then those would be maintained/deleted at need.
However, the instance-poller does not update these addresses for manual machines, which means the machiner could never cause an address to be deleted if it was removed from a device.
We should add a new upgrade step to rectify this for the manual machine case.
