Use latest for series

Bug Description

It would be really good to say use "latest" for series and just not care. This is heavily influenced with the introduction of Platform (arch, os and series) for deploying charms. Juju isn't aware of what "latest" would mean and how you would derive the OS from "latest".

What happens when latest changes while you have a running model? Do you wind up with mixed Ubuntu series when you deploy new units or applications? Or do we resolve "latest" to a series for that model, and use that going forward?

Is this 'use whatever the newest version is for any given charm'? I would have thought that just not having a value for default-series would give us that behavior (which is what I had hoped we would have internally).
The goal would be that as an Admin, I don't care what series are running in the model, I want the best versions of the applications that the charms know how to give.
