cannot upgrade a 2.8 controller with a 2.9 client

Bug Description
While testing out 2.8 upgrades, I ran into this bug since my 'juju' binary is a 2.9 binary:
$ juju upgrade-controller
ERROR ValidateModelUp
There isn't much reason that a 2.9 client couldn't request a 2.8 controller to upgrade itself.
