messaging is unclear when user without add-model privileges tries to add-model

Bug Description

A user without add-model privs tried to run add-model and the messaging is unclear.

# juju add-model omnivector-ci aws/us-west-2 --credential omnivector-ci
ERROR cloud aws not found
Use 'juju clouds' to see a list of all available clouds or 'juju add-cloud' to a add one.

Possibly something around "You do not have privileges to add a model. Please ask your administrator to enable add-model for your user." ?
