upgrade-model ERROR invalid character '/' looking for beginning of value

Hi,

Trying to upgrade models to Juju 2.8.1, one failing as follows:

| juju upgrade-model -m prod-connectivity-check/prod-connectivity-check --agent-version=2.8.1
| ERROR invalid character '/' looking for beginning of value

Permissions?

| juju show-model prod-connectivity-check/prod-connectivity-check
| ERROR permission denied

From a chat in IRC, it seems that the model is owned by a different user to the one doing the upgrade. But the logged in user doing the upgrade has admin on the model so it should work.

The controller is 2.8.1

I'm having trouble reproducing this with juju 2.8 or 2.9
I notice in the show-model output that the agent-version is being reported as 2.0.3.

Could we try upgrading the model while logged in as the model owner? Given how old 2.0.3 is, it may be that the issue is by now obsolete, and getting to a more recent version of Juju will solve the problem.
