Support labelling CaaS pods without `juju-` prefix

Bug Description

Right now, workload and operator pods get labelled with `juju-app=foo` and `juju-operator=foo`, respectively. Would it be possible to simplify those to just `app=foo` and `operator=foo`?

FYI this change will move to us proper Kubernetes labels idioms as per https://kubernetes.io/docs/concepts/overview/working-with-objects/common-labels/
