Bug Description
If you bootstrap with lxd, then attempting to use
juju model-defaults localhost http-proxy
will fail. Bootstrapping with localhost and then attempting to use lxd will also fail. Localhost and lxd can be used interchangeably from the user perspective (see bootstrap), we should allow clouds to have aliases in some situations, so we don't fail for cryptic reasons.
