machine agent stays down after failing to contact keystone

After failing to contact keystone once, a juju machine agent stayed down for at least 30 minutes.

caused by: requesting token: failed executing the request http://10.244.8.208:5000/v3/auth/tokens
caused by: Post http://10.244.8.208:5000/v3/auth/tokens: dial tcp 10.244.8.208:5000: connect: no route to host

It's unclear what caused this error, but juju should keep retrying and appears not to.
