'juju show-cloud xyz' reports "ERROR cloud xyz not found".. then provides info

Am tracking edge snap. We are reporting not found, yet also defaulting to --local.

$ /snap/bin/juju version
2.8.1-focal-amd64

$ /snap/bin/juju show-cloud aws
ERROR cloud aws not found

Client cloud "aws":

defined: public
type: ec2
description: Amazon Web Services
auth-types: [access-key]
...

The error message does not occur when --local is specified directly.

$ /snap/bin/juju show-cloud --local aws

Client cloud "aws":

defined: public
type: ec2
description: Amazon Web Services
auth-types: [access-key]
...
