[2.8-rc2] add-image not working with localhost provider

Bug Description
Using the localhost provider, I try to use the new command `juju metadata add-image` but juju doesn't seem to be able to find the image.

It looks like only the vm based provisioners (and only those which use simplestreams metadata) have been wired up to use the metadata cached in the controller by add-image. The LXD provisioner (and likely KVM and some others) will need tweaking to mke use of this.
