ifupdown used in preference to netplan if both exist

Bug Description

Netplan is preferred for managing the bridging from bionic forwards. If a machine has been upgraded from xenial to bionic it is likely to have both ifupdown and netplan installed.

The current check in the code looks for /sbin/ifup to determine how to manage bridging.

Juju should instead check for /etc/netplan and prefer to use netplan if both are installed.
