Unauthorized error in debug-log with 2.8

Bug Description

I'm deploying a bundle to MicroK8s with 2.8, and I'm getting this error in the debug-log:

application-istio-galley: 08:48:18 ERROR juju.worker.dependency "unit-init-worker" manifold worker returned unexpected error: initializing unit "istio-galley/0": Unauthorized

The operator pod is also showing that error, and not deploying the workload pod. This is with 2.8-beta1+develop-028c45c.

Hi Kenneth,

I'm still unable to reproduce this error on any of my machines.

I've got a branch up with extra error annotations https://github.com/hpidcock/juju/tree/fix-1867785

If you could please check this branch out, `make microk8s-operator-update` then `juju boostrap microk8s` and deploy with your machine (make sure `which juju` isn't using the snap). Then please comment back with the ERROR log lines you get.
