Bug Description

Hit a bug when trying to upgrade a charm....

$ juju upgrade-charm slurm-node-centos --path=/home/sssler/allcode/juju-slurm-buildrepo/layer-slurm-node.centosnode/build/builds/slurm-node --force-units
ERROR verification failed: failed to decrypt caveat 1 signature: decryption failure

Works the second try...

$ juju upgrade-charm slurm-node-centos --path=/home/sssler/allcode/juju-slurm-buildrepo/layer-slurm-node.centosnode/build/builds/slurm-node --force-units
Added charm "local:centos7/slurm-node-3" to the model.
Leaving endpoint in "alpha": slurm-cluster
sssler@dcv-engineering:~/allcode/juju-slurm-buildrepo/layer-slurm-node.centosnode$
