Ability to switch off interactive mode in juju

There needs to be the ability to switch off interactive mode in Juju , for example to support effective CI.

Previous approach introduced a regression in 'juju clouds' where the command, being read-only, started prompting the user for confirmation of whether client or controller copies of clouds are to be displayed.
