Bug Description

Hi,

Units deployed, with ports open and exposed, don't have scgroups to allow access:

Juju status:

| content-cache active 2 content-cache local 0 ubuntu exposed
| ...
| content-cache/1* active idle 1 150.136.239.201 80/tcp,9145/tcp ready

Unfortunately, this fails from outside and within OCI:

| ubuntu@juju-5687ef-1:~$ nc -vz 150.136.239.201 80
| nc: connect to 150.136.239.201 port 80 (tcp) failed: No route to host

Looks like because no secgroups to open said port?

Turns out this is firewall rules on the unit, and a duplicate of LP:1834974
