Full disk makes for obscure errors trying to create a container

Bug Description
I was doing some scale testing on ec2, but forgot to set any root-disk constraints.
When I tried to create LXD containers, they failed with errors about dqlite leadership, or other weird errors, but the root cause was the disk was full.
We should add a check for free space (not sure how much), as part of the container creation process, and if there isn't enough disk space, write an error with that text in it so it shows up in status.
