Need a means to monitor the state of juju-db replication (if HA)

Bug Description

We currently have no way, other than using a mongodb CLI, to determine if the replicaset for mongo in juju-db is healthy or not. An endpoint for this, accessible via juju status or some other client command, would be extremely helpful for monitoring.
