dump-model fails if a machine is allocating

Bug Description

deploy a charm and run dump model shortly after

$ juju deploy mariadb
$ juju dump-model
ERROR missing instance data for machine 0 not valid

Wait a bit for the machine to start but charm not yet finished installing

$ juju dump-model
ERROR missing relation scope for mariadb:cluster and mariadb/0

The model dump should simply omit info if it is not yet available.

Ran into this as well, Juju 2.7.6.

| ubuntu-repository-cache/1 waiting allocating 3 agent initializing

| $ JUJU_DEV_FEATURE_FLAGS=developer-mode juju dump-model
| ERROR missing relation scope for ubuntu-repository-cache:cluster and ubuntu-repository-cache/1

We also have tools to ingest model info from controllers to build reports and various things such as firewalling relying on those. Would be nice to get this one sorted.
