dump-model fails if a machine is allocating

Bug Description

deploy a charm and run dump model shortly after

$ juju deploy mariadb
$ juju dump-model
ERROR missing instance data for machine 0 not valid

Wait a bit for the machine to start but charm not yet finished installing

$ juju dump-model
ERROR missing relation scope for mariadb:cluster and mariadb/0

The model dump should simply omit info if it is not yet available.

Ran into this as well, Juju 2.7.6.

| ubuntu-repository-cache/1 waiting allocating 3 10.25.22.6 agent initializing

| $ JUJU_DEV_FEATURE_FLAGS=developer-mode juju dump-model

We also have tools to ingest model info from controllers to build reports and various things such as firewalling relying on those. Would be nice to get this one sorted.
