Bug Description
deploy a charm and run dump model shortly after
$ juju deploy mariadb
$ juju dump-model
ERROR missing instance data for machine 0 not valid
Wait a bit for the machine to start but charm not yet finished installing
$ juju dump-model
ERROR missing relation scope for mariadb:cluster and mariadb/0
The model dump should simply omit info if it is not yet available.
