stuck removing openstack machines with storage spaces allocated when the machine is powered off

Bug Description
juju gets stuck waiting forever when trying to destroy an openstack model with storage space allocations (juju destroy-model NAME --destroy-storage) if the machines with such storage are powered off.
powering on the machines will result in juju successfully removing the storage and then removing the machines.
error log on the controller just repeats the following:
machine-0: 09:24:05 WARNING juju.state could not detach volume 6 for dying machine-20: detaching volume 6 from machine 20: state changing too quickly; try again soon
