Bug Description
when an aws instance has both a cloud address and a fan network address, network-get can give the cloud address on some instances and the fan on others. This means that the network-get feedback is none-deterministic and causes charm logic issues.
These should be sorted such that cloud addresses come first and the fan network addresses come second.
