changes to model's image-metadata-url have no effect

Marginally related to bug # 1685019 that deals with image-stream being ignored, this report deals with the fact that image-metadata-url can be changed on an existing model but does not seem to take effect also - the images are still sourced from the original location.

This was discovered while testing a fix for bug # 1814633.

I thought I remembered a bug about only using the Controller model's
image-stream-url instead of using the per model setting. This may be the
same issue.
