oracle cloud provider does not support Oracle Availability Domains

Bug Description

While bootstrapping in OCI, I'm receiving this error when trying to enable HA:

ervice error:LimitExceeded. You have reached your service limit of 2 in this Availability Domain for VM.Standard2.1. Please try launching the instance in a different Availability Domain or Region, or try using a different shape. If you have reached all Service limits, please contact Oracle support to request a limit increase.. http status code: 400.

Checking via the OCI dashboard it appears that all instances have attempted to provision in the AoLi:US-ASHBURN-AD-1 availability domain and none in AoLi:US-ASHBURN-AD-2 or AoLi:US-ASHBURN-AD-3.
