Bug Description
A bundle upgrade is failing with the above error when trying to set an applications configuration to the new values. The error is:
ERROR cannot deploy bundle: cannot update options for application "azure-haproxy": setting configuration from YAML: updating settings: branch "" in model "jimm-110" not found (not found)
