unable to load charm icons from controllers

Bug Description

Juju only supports requesting protected assets (such as a charm icon) using a u/p in the url. Sub resource requests using this type of url scheme are blocked in modern browsers. We need some other mechanism to fetch these assets to display them in the GUI.

Is this moving into won't fix or do we know what this would look like? Is it just allow macaroons for sub resources?
