Bug Description

juju add-cloud allows openstack clouds to have excessively long (4k+ chars) names and API endpoints. This breaks our acceptance tests. They test for the length to avoid possible issues with HTTP URL names being too long.

I don't understand why a local name for a cloud is a problem?
