This may be a related issue to lp:1722818 and lp:1734287.

Under 2.5.0, our controllers are spamming logs with messages like the following:

2019-02-01 03:46:25 WARNING juju.state cleanup.go:161 cleanup failed in model <UUID> for machine("<M>"): detaching volume <N> from machine <M>: state changing too quickly; try again soon

What's "juju storage --format yaml" for that model ? You can find more info about the model with : db.models.find({"uuid": <model-uuid>})
