try again should not be logged as an ERROR

Bug Description
After a controller restart, we can sometimes see this in the log:
2019-01-23 07:38:27 ERROR juju.worker.
However, as we are going to be trying to connect again in a moment, there is no need to get a human involved so the ERROR level is incorrect. Likely for (try again) we should just be logging at INFO level.
