bogus error message when trying to upgrade-charm : ERROR cannot upload charm: already exists

Hi,

juju 2.4.5, the following happened multiple times. First run :

$ juju upgrade-charm --switch $JUJU_REPOSITORY/nrpe nrpe
ERROR cannot upload charm: already exists

and a few seconds later, the same command works :

$ juju upgrade-charm --switch $JUJU_REPOSITORY/nrpe nrpe
Added charm "local:xenial/nrpe-1" to the model.

I'll try to get more logs, although I doubt they will help :)
