[add-credential,LXD] Interactive mode + certificate auth type does not generate client cert & key

Bug Description

Invoking `add-credential` and choosing 'lxd' and then 'certificate' auth type will eventually ask for the client certificate and key file paths. This material does not exist at this time. Juju only generates it once the 'interactive' auth type is selected. We need to generate this client material earlier, like right after the 'lxd' cloud type is chosen.

FWIW, the `autoload-credentials` command appears to generate a client certificate and key.
