[bootstrap] controller running on Xenial and not Bionic

Ubuntu 18.04.1 LTS is now one week old. I was expecting Bionic to be used by default for controllers. I just tried on the localhost cloud and ended up with Xenial.

Simon, just a heads up. With the 18.04.1 release out the door we want to default all bootstraps/models to bionic by default. We need to update to make sure that's the default for use in selecting a series.

Simon, I was using Bionic on the LXD host.

juju/version/version.go is where you need to change this.

Updating the CI Jenkins server setup is also required as it's setting the default series to Xenial and this causes issues when the tests are expecting bionic. I've open a PR for this and I'm waiting a feedback from the review.
