[2.4-rc2] cannot add a user with the same name after doing juju remove-user <username>

Bug Description

Not being able to add a user after deleting it is strange.

I was trying to find out why I could not add models while having super user privileges:

juju add-model default
Uploading credential 'vmaas/dmitriis/vmaas' to controller
ERROR failed to open environ: Authorization Error: Invalid API key.

And removed a user in order to try and reproduce this (see the second comand below):

juju add-user dmitriis
User "dmitriis" added
Please send this command to dmitriis:
    juju register MEgTCGRtaXRyaWlzMBMTETEwLjEwLjEwMS43OjE3MDcwBCDoQe-koq_eTUYuijchXWMARO01R9KZIoaRm0oLRBl_uRMFdm1hYXMA

"dmitriis" has not been granted access to any models. You can use "juju grant" to grant access.

juju remove-user dmitriis
WARNING! This command will permanently archive the user "dmitriis" on the "vmaas"
controller.

This action is irreversible. If you wish to temporarily disable the
user please use the `juju disable-user` command. See
 `juju help disable-user` for more details.

Continue (y/N)? y
User "dmitriis" removed

juju add-user dmitriis
ERROR failed to create user: username unavailable
