peergrouper worker errs on unit tests

While debugging engine and machine tests in cmd/jujud/agent, I am seeing a lot of peergrouper worker failures...

Might be worthwhile investigating in case there is a logical error or test setup oversight...

Juju always runs production with --replSet, but I think we don't for the test suite. Either we should (but we should watch out for heavy allocations for the oplog), or we should have ways to disable some of the workers that don't make sense to run during the test suite.
