[2.4-beta4] Cannot restore an HA archive

Whether I try to restore an HA archive to a single pristine controller or a pristine cluster (with N corresponding to the archive) I get a hang. It doesn't work. How does one restore an HA cluster when all controller machines have failed?

we should understand why backup from an HA controller is leading to being unable to restore it to a single controller. I wouldn't think we were saving things like the replicaset settings.

It might be that we see >1 machine with the ManageModel job and that is confusing us?

Peter, are you restoring the HA archive to the same controller or a new controller?

I'm working to disallow restore to an HA config and include documentation on how to restore that config. There will be a code and doc pr.

are the steps that need to be done to do a manual backup from an HA controller. I believe it missed the cut for working on this cycle.
