Bug Description
With a single controller, not in HA and with no "juju-ha-space" controller configuration setting, the peergrouper will still log warnings about replica-set members (the single Mongo master) with multiple addresses.
This is unnecessary noise that can be omitted from the logs.

In addition, the message instructs users to configure a space using "juju config".
The correct command to use is actually "juju controller-config".
