'restore-backup -b' yields broken bundle

I re-created a controller (that was hosting a simple bundle) during a backup restore process and I was expecting things to work but everything seems broken.

I tried this test again and it worked. There seems to be a level of unpredictability in the process.

In the second test I terminated (not stopped) the underlying controller instance using the cloud dashboard. I don't see how that can affect the observed difference in results though.

@petermatulis, -b has been removed as a restore option in 2.4 here:
