netplan tests use bashisms

Bug Description

The tests in network/netplan use RunPrefix with a quick bash-ism (exit 0 && ) to test the script without actually changing real network config.
However, this doesn't work on other platforms.

Other tests also do things like create a file with mode '00000' which should be unreadable, but that also doesn't work on all platforms.
