juju enable-ha should tell you if it is doing nothing

Bug Description
when doing "juju enable-ha" and all of the machines are up and happy, we should issue:
maintaining machines: 0, 1, 2
That way we know that everything is actually happy.
Note that related to bug #1766576 we should also be aware that sometimes 'maintaining' doesn't mean the machine appears to be operating correctly.
