Over verbose message about "no addresses found" for interface

I see a lot of messages like:
2018-03-16 15:21:15 INFO juju.api.common network.go:118 no addresses observed on interface "br-ex"
2018-03-16 15:21:15 INFO juju.api.common network.go:118 no addresses observed on interface "br-data"
But I'm noticing that we are
a) getting a lot of them in a row, where it seems like we could just batch them up into a single list of interfaces with no addresses
b) We should probably drop the logging level down to DEBUG rather than INFO. INFO is intended to become the log level that everyone sees all the time but messages like those don't seem to warrant it.
