warning about blocked operations is repeated

Bug Description

After running 'juju disabled-command all "Model is locked down"', if I
try to run juju resolved, I get a repeated error message, e.g.:

jujumanage@maas-bootstack:~$ juju resolved nova-compute/0
ERROR Model locked down (operation is blocked)

All operations that change model have been disabled for the current model.
To enable changes, run

    juju enable-command all

ERROR

The error message is nice, but I think once is enough.

I've reproduced this with 2.2.6 and 2.3.3 on Ubuntu 16.04.
