There seems to be a race here despite the test semantics.

I could get this to fail reasonably regularly, but by waiting for the desired 3 attempts I had no failures after 1000 runs.

I believe there was also a small followup to the original PR, and we should backport this to 2.3 as the test is failing there as well.
