localhost addresses end up in apihostports doc

While we do want to have Controllers contact themselves on 127.* or ::1, I don't think we want to be putting those addresses into the APIHostPorts doc in db.controllers.

This may be negated by the changes around Management Space, since we'll be filtering those addresses (though when we *do* filter those addresses, we should be careful to have Controllers themselves continue to access only their local api server.
