Bug Description
Presently Juju is not able to provision instances with network connectivity on OpenStack clouds using Cisco ACI networking.
To enable this, the go-goose library would need to be extended to support the GBP API, to allow the creation of PTs (policy targets) for provisioned instances, which is required for networking to work on created instances.

Adding this functionality would allow Juju users to launch workloads on Cisco ACI backed OpenStack clouds.
