juju bootstrap --debug prints an unhelpful Fetching Agent line

Bug Description

Attempting to connect to 10.67.99.198:22
11:06:58 DEBUG juju.provider.common bootstrap.go:497 connection attempt for 10.67.99.198 failed: /var/lib/juju/nonce.txt does not exist
11:07:04 INFO juju.cloudconfig userdatacfg_unix.go:410 Fetching agent: curl -sSfw 'tools from %{url_effective} downloaded: HTTP %{http_code}; time %{time_total}s; size %{size_download} byt>

It is nice that we say we're fetching an agent, but there really isn't any reason to print things like %{url_effective}. It may be the command we have to pass to curl, but then printing the command isn't actually useful vs saying some of the parameters we are passing to it.
