upgrade-juju help mentions unavailable command

Bug Description

I see the below in the command help for 'upgrade-juju' (2.2.6 and 2.3b3):

--ignore-agent-versions (= false)
    Don't check if all agents have already reached the current version (old controllers will ignore this flag see juju-force-upgrade)

I do not see evidence of command 'juju-force-upgrade' on my system.

I'll update the help re: 'ignore-agent-versions' option.

However, 'juju-force-upgrade' is not a command but a script. You should find it in your local juju directory under /juju/juju/scripts.
