Bug Description
I see the below in the command help for 'upgrade-juju' (2.2.6 and 2.3b3):
--ignore-
Don't check if all agents have already reached the current version (old controllers will ignore this flag see juju-force-upgrade)
I do not see evidence of command 'juju-force-

I'll update the help re: 'ignore- agent-versions' option.
However, 'juju-force- upgrade' is not a command but a script. You should find it in your local juju directory under /juju/juju/scripts.
