juju show-controller doesn't show active machines that don't want to be

Bug Description
I've been working on enable-ha and I got into a state where one machine doesn't want a vote any more, but the other machines do. However 'juju show-controller' no longer shows machine 0 (that currently has a vote), but does include it in the machine count:
