Bug Description

I've been working on enable-ha and I got into a state where one machine doesn't want a vote any more, but the other machines do. However 'juju show-controller' no longer shows machine 0 (that currently has a vote), but does include it in the machine count:

See that 'controller-machines' has 1,2,3, but doesn't have '0', but does have 'machine-count:4'.
