juju attach-resource should probably be 'attach-resources' and allow you to specify more than one in a single request

Bug Description

Either we should drop the "foo=bar" requirement, or we should allow you to specify multiple on the command line.
I'm in favor of the latter.

$ juju-2.3b attach-resource dummy-resource bar=./dummy-resource/foo.txt

makes me think I should be able to do:
$ juju-2.3b attach-resource dummy-resource bar=./dummy-resource/foo.txt foo=other/value.txt

But you (a) can't, and (b) would conflict with 'attach-resource' being singular.

Most of our commands do allow plurals (juju config, juju model-defaults, etc) and the syntax certainly looks like plural.
