import-ssh-key gives poor user feedback

Bug Description
"juju import-ssh-key" doesn't give appropriate feedback for users to understand what is going on.
If you enter a user that has no keys, it returns success with no message.
If you enter a typo user that doesn't exist, it returns success with no message.
If you enter the correct user, it imports 1 ssh key and gives you no message.
We should certainly consider a user running "import the keys for this person" but
a) that person doesn't exist
b) that identity has no keys
as both errors, because it clearly isn't what the user wanted.
I think we also really just want it to print
importing key "<short hash> comment"
...
So that you can see what it actually did, without having to run:
juju ssh-keys
To see if anything happened.
